BACKGROUND: HEADLEE ROLLBACK 

In 1978, Michigan voters approved the Headlee Amendment to the Michigan Constitution. Before 1978, real property values were increasing faster than the general inflation rate. With rapidly escalating housing values, taxable property values increased proportionately, and so did property taxes. The Headlee Amendment mandates that local property tax rates be adjusted annually to keep increases in property tax rates consistent with the general inflation rate.​
