MONDAY, May 14, 2001 --- 7:30 P. M.

I. MEETING CALLED TO ORDER

The meeting was called to order by President Pikulas at 7:40 p.m. at the Franklin Village Hall, Franklin, Michigan.

II. ROLL CALL

Present: James A. Pikulas, Florence Saltzman, Ralph Sosin, Alan Harnisch.

In Attendence: Jane Bais-DiSessa, Village Administrator, Eileen Pulker, Village Clerk

Absent: H. Fred Gallasch (excused), Brian W. Coyer (excused), Randy McElroy (excused)

III. ADOPTION OF AGENDA

Motion by Sosin and supported by Harnisch to adopt the agenda as presented.

Ayes: Pikulas, Saltzman, Sosin, Harnisch.
Nays: None
Absent: Gallasch, Coyer, McElroy

Motion carried

IV. ADOPTION OF MINUTES

Motion by Saltzman and supported by Sosin to approve the minutes of April 9, 2001 as presented.

Ayes: Pikulas, Saltzman, Sosin, Harnisch
Nays: None
Absent: Gallasch, Coyer, McElroy

V. VERBAL UPDATE BY VILLAGE ADMINISTRATOR

A. Continued discussion of Oakland County Drain Proposal to Conduct an Engineering Study of the Franklin Branch of the Rouge River:

DiSessa stated that communities are being asked to share the cost of this study based on how much of the river passes through each community. Cost to the Village of Franklin would be $13,000. Due to other financial constraints it is felt that the Village of Franklin cannot afford, at this time, the fee required. However the study is a worthwhile endeavor and should be pursued.

Motion by Harnisch and support by Saltzman that the Village endorse the project but, due to stringent financial obligations, not to fund this study.

B. Main 1-2 Rouge River Sub Water Shed Management Plan.

DiSessa explained that all communities attempt to comply with to achieve goals and the Village is working with our engineers, Hubbell, Roth 7 Clark, to comply. There is still a lot of work to do. Trustees were advised to read the study. DiSessa stated a representative of the Rouge River committee could come to explain and give an overview. Margie Senk, from HRC, who is also on the committee, was suggested.

DiSessa stated that the Village’s situation is unique as the Village shares in the use of the river but does not have the raw sewage issue. The Village does have fertilizer run-off and Sosin indicated that we might benefit from some educational initiative regarding phosphates. DiSessa suggested both HRC and the Garden Club as sources of information on that subject.

C. Status Report – Entering Rouge River Signs

DiSessa reported that Administrative Clerk, Lisa Butte is working with HRC and that we should be receiving the "Entering Rouge River" signs on Wednesday, May 16, 2001. Sosin suggested that the signs should read "aka Franklin River" to avoid confusion for the many residents who do not realize that the Franklin River is a tributary or portion of the Rouge River.

D. Status Report – Mandated Pressure Sewer Connections

DiSessa reported that regarding the mandated pressure sewer connections, the majority of residents on the list are working to connect.

There was a court hearing, which granted those who have not yet done so, 60 days to comply. Five residents did not appear at the hearing. Three other residents have agreed to comply, but have yet to do so. DiSessa stated that the staff will be checking on this. The grinder pumps are installed and are ready to be connected. The publishing of a list of those not in compliance was discussed but no motion made.

DiSessa reported that septic tank permits have gone out and a good response has been received. There are over 1,000 individual septic tanks in the village.

VI. APPLICATIONS TO PRESSURE SEWER CONTRACT J

A. 26565 Willowgreen --- New Construction (James & Sheri Ketai)

Pulker reported that application was submitted two years ago, incomplete. Now that all has been completed and fees paid the owners are ready to proceed.

Motion by Sosin and supported by Saltzman to grant application to connect to pressure sewer under contract J.

Motion carried.
