Village Clerk
The Village Clerk’s Office is a full-time elected
position, and Eileen Pulker has been the Clerk for more
than the last twelve years. Originally appointed in
August of 1999, Ms. Pulker has been re-elected six
times.
The Village Clerk directs and coordinates the
operations of the Clerk’s Office. The Clerk maintains
all official Village records and ordinances, keeps the
corporate seal, conducts Village elections, signs
warrants and licenses, publishes and records all of the
Village ordinances, under the seal of the Village
provides certified copies of Village papers and records,
has the authority to issue oaths and affirmations, files
all signed contracts, processes all insurance additional
and renewals, responsible payroll and documents
necessary for employment and serves as Secretary to the
Village Council. The Clerk provides support to the
Treasurer’s Office and Building Department as
operational needs demand.
The Village Clerk runs all Village Elections: registers
voters, collecting and approving petitions, ordering
ballots, nominating election inspectors, processing
absentee ballot requests, compiling results and
transmitting same to Oakland County where the election
is canvassed. The Village Clerk is also responsible
within seven (7) days after the meeting and determination
of the Council, as provided in the Charter, to notify
each person elected or appointed.
The Village Clerk warrants all money drawn from the
Treasury and specifies the fund from which it is
payable, with the approval of the Council, and only as
provided in the annual budget. The Village Clerk also
certifies to the Village Treasurer the amount necessary
to be raised by general tax for the several funds of the
Village, after the Council has approved the annual
budget.
