1480.01 2009 EDITION ADOPTED; FILE COPIES.
A certain document, one copy of which is on file in the office of the Village Clerk, being marked and designated as the 2009 International Property Maintenance Code, published by International Code Council, Inc., is hereby adopted as the Property Maintenance Code of the Village for the control of buildings and structures as therein provided. Each and all of the regulations, provisions, penalties, conditions and terms of the 2009 International Property Maintenance Code are hereby referred to, adopted and made a part of this chapter by reference as if fully set out in this chapter, save and except such portions as are hereinafter amended or repealed as provided in Section 1480.02.

1480.02 AMENDMENTS.
The 2009 International Property Maintenance Code, as adopted in Section 1480.01, is hereby amended as follows:

101.1 Title: (Amended) Insert Village of Franklin.

103.5  Fees:  (Amended)  Insert:  Village of Franklin Master Fee Schedule as amended by resolution of the Village Council.

112.4 Failure to comply: (Amended) Insert: $100.00 and $500.00

304.14 Insect screens: (Amended) Insert for date: May 1 to October 1.

602.3 Heat supply: (Amended) Insert for date: October 1 to May 1.

602.4 Occupiable work spaces: (Amended) Insert for date: October 1 to May 1.

1480.03 CONFLICT OF LAWS.
(a) In the event of a conflict between any of the provisions of the 2009 International Property Maintenance Code, as adopted in Section 1480.01, and a provision of any local ordinance, resolution, rule or regulation, the local ordinance, resolution, rule or regulation shall control.

(b) In the event of a conflict between any of the provisions of such Code and a provision of any State law, rule or regulation, the State law, rule or regulation shall control.

(c) In the event of a conflict between any of the provisions of such Code and a provision of any other technical code adopted by reference by the Village, the stricter or higher standard shall control.

1480.99 PENALTY.
Any person who violates this chapter shall be responsible for a municipal civil infraction and shall be subject to the penalty, sanctions and remedies provisions of Section 202.99 of the Village Code.
