Finance Department
Under the general supervision of the Village
Administrator, the Finance Department manages the day to
day financial affairs of the Village including payment
of all bills and payroll, posting of all payments
received, financial reporting and administers the tax
billing and collection process on behalf of the Village
Treasurer.
Citizens' Guide and Performance Dashboard for
2012
Beginning in October 2011, local units of government
were required to provide a Citizens' Guide to finances
and a Performance Dashboard to qualify for future
statutory revenue sharing. Franklin no longer
receives statutory revenue sharing so these requirements
were not applicable, however in the spirit of
transparency, a Citizens' Guide and Performance
Dashboard have been prepared. Both documents were
created by accounting students in the Eastern Michigan
University accounting program at no cost to the Village.
We would like to extend our appreciation to them for
their efforts.
The purpose of the
Citizens'
Guide is to provide a more transparent understanding
of the Village finances by its residents. The
intent is to provide a simple graphical presentation of
the most important financial measures, in a manner that
can be easily understood by the average citizen.
The
Performance Dashboard includes financial and
operating measures that are important to the Village and
its citizens. The measures reviewed are fiscal
stability, economic strength, quality of life and public
safety.
We hope these two guides provide a clear picture of
accountability and transparency of the Village's
